TSU Grad Receives Medal of Merit

Tarleton State University Criminal Justice master’s graduate Kevin Kolbye has been awarded the Arlington Police Department’s Medal of Merit for the success of a program he initiated, The Walmart Restorative Justice Program, a three-year-old endeavor, has helped foster improved working relationships between police and retailers, making for more efficient use of patrol officers’ time. Kolbye is assistant chief of the Arlington Police Department. A 50-percent reduction in calls to the APD has made the program a national model. In its first year, it was credited with cutting shoplifting arrests by 65 percent at Arlington Walmarts and saving the department more than 12,000 work hours.
